OuterLink provides a Mobile Asset Tracking and Data Messaging system that combines real-time location reporting with secure bi-directional satellite communications and comprehensive base-station software. It enables ground personnel to track the minute-by-minute movement of mobile assets, monitor on-board sensors, and conduct bi-directional messaging.

A typical OuterLink system provides a complete end-to-end solution consisting of a data terminal and low-profile antennas installed on the mobile asset, demodulators and modulators located at a satellite earth station, a communications gateway that provides a bi-directional link to a terrestrial communications network, and a suite of PC software tools that enables clients to visually track and display real-time and historical information about all assets under their control. The software incorporates a comprehensive map database that allows dispatchers to pan and zoom into whatever level of topographic detail is relevant to their tracking needs. It also provides the capability to display weather information on these maps to provide up-to-the-minute advisories to flight-following dispatchers.

In use in North America and the Gulf of Mexico since 1999 using MSV's MSAT-2 satellite and the Reston Earth Station, OuterLink solutions currently track and communicate with over 2,000 mobile assets, including fixed-wing aircraft, helicopters, and land-based vehicles. OuterLink has been granted FAA Supplemental Type Certificates (STCs) for over 43 models of aircraft. Aircraft tracking information is typically updated every 30 seconds, whereas May Day alerts can be sent as frequently as every three seconds for precise asset tracking in emergency situations.
