A port location has to offer not only a versatile range of service functions, but also an equally flexible management structure. Diverse interests all have to be taken into account and focussed. It is with good reason that the constitution of the Federal Land of Bremen contains an express obligation on the regional government to build and maintain modern harbours, to conduct and expand shipping and trade. Foreign trade has always been a cornerstone of the economic fabric of this federal Land. The political and administrative sectors are constantly called upon to fulfil their responsibility for the provision of port and transport infrastructure. This is not merely a question of ensuring that Bremen and Bremerhaven are accessible from the sea, and of planning, constructing and maintaining efficient port facilities, but also involves the provision of convenient connections to and from the ports, traffic safety and fully operational status of Bremen's harbours and – last but not least – the swift and competent handling of cross-border goods traffic and the provision of a port medical service.
